I don't know the whole story behind the character, but I can tell you what they told me!

The character used to be a normal pegasus until he was attacked by a dragon. The attack left him with the scar on his neck, and eventually turned him into a dragon/pony hybrid. He seems to really miss being a normal pony, especially since he was a member of the Wonderbolts! This image is just him reflecting on who he used to be.

I like the unique MLP Dragon style. I always hated what Spike looked like cuz he was so...different from classic dragons.
