You're totally free to use Tart, just please link back to her.
You may ship Tart with anyone you deem fit for Tart, just link back to her.
You may NOT use Tart as though she is your own. You may dress her, put her in wigs, tie her up. You may not harm her (candy gore does not count as harm.), you may not case her to harm another, you may not make her do something that does not match her personality (excluding the bedroom, as that's a little harder to cover).
You may use Tart in cub art, EXCLUDING anything even remotely NSFW.
If you would not allow a grade 3 student to view it, you cannot use Tart for it.

The basics of her personality:
She is kind and sweet, soft spoken but very animated, opininated, she gets loud when she talks about things she loves. She does not fight others on their beliefs, even when they do not match her own. She is passive (passive aggressive in arguments), cries easily.
She loves candy, and teddy bears, Overwatch and cartoons.

Her taste in clothes in very open, from extravagent, to modest. Loud patterns to simply two colors. She has no one set style she prefers, but rather several she will avoud.
She will not wear grunge, hipster (some exceptions), true goth or cyber punk.
She WILL wear nu goth, lolita, and even ball gowns if the weather allows it.
