Our two characters used to be humans until they stumbled into a plan to turn humans into pokemon slaves to do team rockets bidding. However the device was still in testing, and during the struggle to escape damaged, however it still managed to zap both of them turning them into lugia... with some slight genetic defects as you can plainly see.... oh ... and they arn't done growing yet either...
