Toriel has so much riding on Frisk. She's lost her children, her husband, and exiled herself from her kingdom. War is one step away. When Frisk meets her, she has a chance to get back what she lost. She can delay an unjust war. In her loneliness and sorrow, she became selfish in a way. She can't keep Frisk, but they are all she has.
