Kyle the deer is captured by some enemies and was going to used for fighting. But of course Kyle isn't going to give in to the villains demands. As punishment, Kyle is going to be used as a test subject for an evil scientist, who is eager to try out some fascinating new devices he invented. It looks like Kyle is doomed. Those devices look painful and could possibly kill him. The scientist has just finished filling an abnormally large syringe with an special solution that will be injected painfully into Kyle's bellybutton, so that solution can spread throughout his body fast. Kyle braces himself for his possible doom.
However, things take an unexpected turn. The scientist was smart, but not smart enough because he choose an abandoned loading dock on the ocean where it's easy for super otter, Surf, to swim and leap out of the water and overpower the henchmen. The scientist's experiments are no more when Surf attacks the scientist and destroys all of his devices. Surf then tied up the villains together and unties Kyle. After thanking Surf, the two take the captured villains back to the shore for the waiting police.
