My default mode is to always enable. Always Be Enabling - it's how quests and stories move forward, by things happening. Things NOT happening is boring.
I really want to keep the prevent/enable opposed choices down to a minimum. This particular one involving the dog was valuable because it gave me a lot of data on what my suggesters want to see, but it still kinda sucked to have to do it.
