This drawing is based more on the character concept of Toy Chica from Five Nights At Freddies 2, rather than the animatronic. While I might not have explored all the assets related to the game I believe that Chica is meant to be the baby of the group and by proxy the pink undergarment implied by the in-game character is meant to be a diaper. (And really, I shouldn't have to qualify how the animatronics are all the same heights since they are also meant to be costumes worn by adults either).
A rarity here in that I don't do messy diapers very often, but to my understanding however birds do not produce fully liquid waste as mammals do. Such is the case here though that I imagine the diapers on Animal Crossing's Joey are not entirely for show. Also drawing the more traditional Japanese cloth diaper cover as per his character's design. I imagine if nothing else they would be handy enough at visually hiding their use (possible scents aside however).
And finally the usual pick on probably-doesn't-wear-a-diaper-but-sure-looks-like-it Speedy (or Battle Kuku XVI) from Tails' Adventure and in a more modern form the Sonic Universe comic series. Even notes from the comic's design documents question wither the original character's design wore diapers (as even the lone official art is not very helpful in distinguishing this). The eventual explanation that what he's wearing is in fact a Flight Harness doesn't stop other characters in-series to poke at it's 'underwear-like' appearance. Still, if we're going to be childish enough as it is about it we can at least toy with what's underneath there.
