The concept of Pokemon fusions has existed for almost as long as the franchise. The ability to fuse Pokemon has always been one of those classic "playground rumors" that are so notorious with franchises like Pokemon and Smash Bros. The ability to bring a Venusaur and a Blastoise to Bill at the end of the game to get a Venustoise, a Pokemon created by one of Gastly's illusions in the TV show, was one I heard a few times myself as a kid. The concept of Pokemon fusions eventually became canonical in generation five with the introduction of the DNA Splicer, which lets the player fuse Kyurem with either Reshiram or Zekrom to make either White or Black Kyurem respectively. I always thought it would have been really cool if the DNA Splicer worked on more Pokemon than just them, even though I'm well aware of the fact that it would basically be impossible. There just wouldn't be enough space on the cartridge to be able to have all Pokemon fuse with all other Pokemon. Not to mention, it would destroy competitive play with how many new avenues have been opened, separating every combination into tiers would take so long that a whole new generation could come out before it's done. Yeah, fusion's probably best kept as just a fun thing to do in fanart.
