I think that face was supposed to be sewn on a fish toy from http://www.imdb.com/title/tt0307453/ or any other of dreamworks' godawful flicks. Every dreamworks character has that face.
But the 7 year old child sewing them wouldn't know it was a little out of place on buzz, or was laughing too hard to stop.
