Actually, it isn't as redundant as you think:
RPG stands for "ruchnoy protivotankoviy granatomyot", which translates to "hand-held anti-tank grenade launcher".
"Rocket propelled grenade" was something made up by people who don't understand that languages other than English can also have initialisms.

Well, they're called acronyms, and it depends on who you're talking to, I guess. I know I don't consider Kalashnikovs to be English acronyms in the context of weapons like the AK-47, AK-74, AKM, etc., but that's one I've thought of as English just because it actually works. Regardless, even with it being 'hand-held anti-tank grenade launcher', it's not a lot better. Hand-held anti-tank grenade launcher rocket launcher?
While all acronyms are initialisms, not all initialisms are acronyms.
When you abbreviate something by taking the initial letters of the words, it is an initialism. If the resulting initialism is pronounceable as a word, then it is an acronym.
For example, CSIS is an acronym, (sea-sis), but JTF2 is not.
As for the remaining redundancy, it is insulated by the use of multiple languages. This sort of thing is actually common in place names. "Mississippi" means "big river" in Algonquin, "La Brea" is "the tar" in Spanish etc.
