Actually, the Kig-Yar are separated into 3 sub-races. There is the ones you usually see in Halo 1-3, the Ruutian. There are the ones from Reach, the T'vaoan. And the one from the newer games, the Ibie'shan. There wasn't any design change, just the introduction of another sub-race who decided to join the Loyalists.
