Pirates actually DID this way back in the 16-17 century.
Back then pretty much each pistol was effective only at near touch range and only really packed the power of a .22 LR.
That is why Pistols have Big bullet diameters. Even if it only goes in 4 inches a .45 caliber hole is still a big wound.
So she is packing the same fire power as a small modern .22 LR pistol.
Plus it takes a long time to load those.
