Aha! That is a "Stoope" from the Krystonia Collection. A series of cast resin figures based on a Fantasy World where creatures called the Moplos helped mine and harvest crystals of great, magical power. I remember seeing these in a little shop in Glendora, CA during the late 1980s or perhaps the early 1990s.
