It's Rutan Rat in his superhero persona, Rescue Rat! He runs around town as a vigilante attempting to fight crime. He has no super powers or real impressive fighting skills, only his wit, naturally developed strength and stamina, and some self-taught hand to hand combat training from some online videos. He's saved a convenience store and a couple banks from being robbed by tackling and overpowering the robbers till police could come to apprehend the criminals.
