Given that he adjusts it in the trailer, I'd definitely say it's a mask. And I'm dying to see what's under it.
While I think he's an Mobian (or whatever the game calls their type of being...) I think he's a type of wolf maybe? Some kind of canine. I don't know if I'd say he's a fox... But that's just me! None of us will really know what's up till the game's released.
