One thing's for sure, even if her tail comes into contact with water, it won't go out, (which applies to every Charmander, Charmeleon & Charizard in that world) BUT, that does NOT make it uncomfortable.
I mean, although not having something to protect their tail flame isn't fatal/life threatening, that doesn't mean that you'd overlook that too easily.
