Maybe, but she's "Awfully Political", and has friends everywhere. This is the female, that managed to talk Magnus into maintaining his estate while he's gone, and that it would fall to her as property should he not return. she knows the Honey and nail bat motivations quite well.
Well, there is allways somebody with a more honeyed tongue and a sharper intellect. I also might think that Magnus has a lot of affection for her. So letting her inherit it (if there is no blood-relative to inherit it) might be a good choice from his point of view.
And I dare to think that, as good as she might be connected within her sphere of influence and social surroundings, she still has to walk carefully.
