That was something you had to LIKE about General Scales' personality in the original version. He made no pretenses that he wasn't a tyrant, and to him, there was nothing wrong with that, fear, brutality, enslavement, they were all just tools for power.
I've never seen anything like Ketto's intervention in a comic before; it keeps the background action up and helps focus on the main battle in one literal swoop.
