As part of a fun little RP with 
greatwall, here's two characters I came up with that are part of this early-high-school setting.
Felicia is a spoiled little princess. Being about as far from her wolf heritage as visibly possible what with her poofed out fur coat (dyed completely pink), she gets her rich pushover parents to buy her whatever she wants- designer clothes, makeup, jewelry... and even a pair of big, fake boobs. That last addition cost her membership on the cheerleading squad, however- and by extension, her status as a girl in with the popular clique, and her rock-stupid jock boyfriend. She now laments her fall from grace and tries to function in the lower rungs of the high school social heirarchy- but is she as shallow and ditzy as she claims?
Millicent is the penultimate nerd. Obsessed with all things science fiction, she's so far ahead in her classes she spaces out during 90% of her school day, thinking about her collection of Crafthammer 30K figures and all of the hot comic book superhero guys... and maybe just a few of the girls. She's never been popular and never understood what the point was, being naturally a nice person if a bit akward. She wears her hoodie everywhere to hide the fact that she's inherited quite a bust from her mom, and it's coming in full force. Be her lab partner, it's an easy A.

Well, ignoring the fact that the big busted popular girl would never even talk to me in real life, but the nerd girl is no less attractive than her. She looks like she has braces, which are temporary, and glasses which, if given a different style might make her more attractive. And besides, any chick walking around with a video game hoodie is bound to have more in common with me than some vacuous girl fixing her make-up in public. I'd probably just have more fun.
I dunno, maybe I'm just thinking too hard about this and should be demanding to see them both naked.

Both are extremely cute in their own ways, very well done. However I am a little confused by Felicia's backstory, I'd think bigger boobs would have made her more popular rather than less, especially if she's a cheerleader, but I suppose every school's cliques act differently and have their own weird set of social standards they put up. Maybe it's the notion of them being fake more than their size that put off her supposed friends.

Indeed. I loves me a good pair of big boobs regardless of how they got to that size, but a rack stuffed with implants gets just a bit more affection from me. Gals who have implants tend to have rounder and perkier looking breasts, which I like, plus I just enjoy the kind of mindset that drives a chick to desire bigger breasts to the point of sizing 'em up with some heavy bags of saline or silicone.

It's an added bonus that a lot of times when a gal has enough motivation to go for an artificial upsize in the first place, she'll often go even further and expand those implants to greater enhance her bust size :9
I'm curious if Felicia might be the type to go for that. If she isn't 16 yet, maybe an overfill of her implants could be a gift along with the typical car she'd bilk out of her rich parents for her sweet 16.

I'd hate to just follow the crowd with preferring Millicent, but it's just kind of inherent to expect the 'popular'/rich girls to be total jerks and the nerdy girls to be more friendly (and have similar interests!). But then again, your description hints that there could be more to Felicia than appearances would imply, so maybe it wouldn't be a good idea to judge too quickly (and the boobs are a plus, of course). I think they both might intrigue me to a certain extent, and they both have nice designs.
