He is a very young Nebes. (Around 16-18 or so?)
His name stands for Black Pearl (Princess?) in Japanese I believe. Uncommon Nebes by the way.
His tail sparkles when the light touches. the marking on his hand is the symbol of his clan.The pearl on his forehead represents his "halo" he has the ability to make photons capable of blinding his enemies.
