I can definitely tell you that whenever I'm watching this I'm constantly sitting on the edge of my seat. I would definitely compare it to FMA:B, but not Ghost in the Shell.
It's a fairly dramatic yet feel-good anime. Lotsa feels.
I'd say just try the first few episodes, and bail if you don't like it. It does only get better.
