Aye. The background story I had in my mind was that the vizier, in support of a contagion theory similar to that proposed by Lisan ad-Din ibn al-Khatib, imposed such policy, which was met with substantial resistance from the public due to the reason you have stated. However, the vizier fails to contain the outbreak, as some of the populace, believing in the hadith on tailbone, chopped off the end of the tail of their beloved dead to keep it for proper burial before relinquishing the rest of the body, and the chopped tails and fluids from it continued to act as the source of infection. Having failed to prove the efficacy of the policy of burning the plague victims, the vizier got hanged, and the scholar who proposed the contagion theory was pelted with stones by the angry mob to his death.
