I have pretty much gone though email contact. I believe we exchanged email information through notes on FA, "I am interested in this one, how may I have one made?"
Through email, they will send me a size (2m, 2.5m, 3m, 4m) and a price for the toy. Sometimes they just send the one size, 2m and I need to email back for prices for larger toys.
They will do minor mods as well. I've got a bit of a reputation for changing the location of valves. Like on my Eevee, here, I had them moved to her shoulders for her legs, and to the top of her rear for the main body. I got a Marcy dragon without wings, as well as removing the claws from another design.
In all cases, I got a picture of the toy that I wanted, and drew on it where I wanted valves, or if I wanted something removed from the design. If I can find my Marcy pic, I'll post it in scraps and you can see what I'm talking about. If you like the toy as-is, then this is irrelevant...
Once I choose what I want to buy, they will give me a final invoice for the toy, + Shipping and Handling, + any Western Union or Paypal fees. Once you have the total bill, send them the cash and they start production. It took them five days to make Mishka. I commissioned a Lucario 29 June and am still waiting on the production photos. But he is a more complex model. (Check out dgnalexia's page he had one made). They will email when production is done with photos of the completed toy. You send approval of the toy, and they ship it out through DHL. Travel times vary, but I think the longest I had to wait was a week. Depending on the date of completion, it might take them a few days before they ship it.
I don't know what you are looking for. If I had it to order again, I'd have gone with the 3m size, trying to ride on her back is asking to tear a muscle. In the pool, she could probably carry four friends on her legs...
Google Hongyi toys. The first link will take you to their alibaba page. Click the Product Categories tab, then Inflatable shape in the pulldown. There's a subcategory for inflatable cartoon. You can see all their "stock" designs. Somewhere in there is the eevee. They have a picture of it being sat upon by one of their workers. That is the 2.5m size. I'll take a screenshot if I see something I want there, and then crop out that image and put it in my contact email to them.

My Eevee, has nine chambers: 4 legs, 2 ears, tail, mane, and body. Sometimes they can modify the number of chambers if you desire. For instance, I'm hoping to eliminate the arm chambers for my Lucario... (Wondering if that might be holding up production...)
The shipping costs for the Eevee were $160 25kg package, she is heavy! Smaller items like my Lucario, or 2m leopard were around $100. Once I got the tracking number, they came astonishingly fast. I think they are shipped 2nd day air. Of course, most of the time the weekend makes me wait...
I've wondered about customs. So far I've placed two orders through IW, and seven through Hongyi (six direct, one through ebay) and I've never had any issues with customs. As I said earlier, once I got the DHL tracking number, things came fast.

IFWIW, just got notification that my Lucario finished production last night. It looks like they eliminated the arm chambers as I wanted! the arms will inflate with the main body. I told them to ship, but since there is a 12 hour difference in time zones, I'm not sure if it will ship today.
Oh, that is one thing to keep in mind if you want rapid correspondence... I'm in Eastern Time zone, so any time I've sent / received emails from them, it is generally from 21:30 - 02:00 EST. They probably work normal business hours there, they are in Guangzhou, China. Google them for time zone differences, if you are not EST.
Good luck, I hope your Eevee turns out great! =^^=
(And maybe get a chance to see a couple pics!)

Hello! =^^=
Mishka is the biggest thing I've gotten from them, shipping weight was around 55 lbs! It cost $160 for the shipping. (They ship via 2nd day air. It seems they ship stuff Friday / Saturday, though, so it generally arrives in four days total) Smaller pieces cost considerably less. Heh, to be honest, had I known Mishka was turning out this large I'd have saved myself $175 and gotten the 3m size. She's awesome, but just a tad huge! Toys of the 2 - 2.5m variety cost less than $75 to ship.
That is one nice thing about dealing with them, The Eevee, is available in 2, 2.5, 3, and 4m sizes. They will quote you multiple prices if you ask and then you can decide what you want to get. With a little help from photoshop and one of the pictures from their website, you can also make minor mods as well. I've had claws and wings removed, as well as valves repositioned. I think you can even re-color, but so far darker colors don't seem to hold up too well. But the lighter colors are pretty good.
Anything else? =^^=
