Every few hundred years, Thrax breaks free from his prison and terrorizes the inhabitants of Earth. A grand council of powerful mages has passed on their knowledge and wisdom through countless generations to assist in keeping "The Eternal Dragon" locked away for as long as possible. Even though they are successful in sealing him away, it's never permanent. Thrax grows stronger and stronger with every passing moment in time, even while he's sealed away in the moon. He breaks free from his prison to seek out and destroy those who locked him away, as well as any others who stand in his way.

Some day, he might become strong enough to be totally unsealable. That is the day the grand council of mages fear most. They know that one day, Thrax will eventually become entirely unstoppable and their efforts to protect their world will be all for nothing.
For now, they can only postpone the inevitable and see to it that their great great grand children are the ones to seal Thrax away again when he escapes the next few hundred years later.
It is a heavy price to pay, forcing your grand children to deal with this monster... but there's nothing else that can be done.
Time is of the essence.

He does! They are much like satanist are in our world.
They generally keep their religion to themselves and do their dark deeds behind closed doors. And they can be the last person you'd expect to be satanic.
It's the same thing with Thrax.
He has his followers, though they prefer to keep their true intentions hidden. Only until Thrax returns do they reveal themselves.
And yes, Thrax notices. Every. Single. One. Of. His. Followers.
Thrax leaves a mark (a scar to be exact) on their chest. When the day of reaping comes, Thrax and his army will know who to spare when they see this mark.
These are no ordinary marks either. The scars are made through a dark ritual.
A real mark from Thrax will give off an eerie dark purple glow when Thrax or his minions are near. A fake one will not.
On top of this, the scar not only saves them from slaughter, but it permanently binds their souls to Thrax. Should Thrax become weakened or require more power, those with a mark serve as a life line for him to leech off of to regain his strength. It's painful and sometimes deadly...

Would Thrax prefer them to stay out of the way or would he let certain stronger individuals join his army? On one hand fanatics who'd die for him could have a certain fervor for battle, but on the other hand his lifeline pool may shrink if they die in battle. Unless absorbing their souls after their death can also invigorate him. I just imagine they'd give him more power while they were alive.
Thrax doesn't care what his followers do, as long as they don't interfere or try to stop him. If they choose to help him in more ways than one, They are given unique "gifts".
I say "gifts" in quotation marks because most of his "gifts" are more like curses. While they make the follower stronger, it comes at a price. This can range anywhere from something as simple as losing your sense of taste, to going completely blind, losing limbs, or even going insane. The list goes on. The more powerful the "gift", the greater the price. If a follower is in real good standing with Thrax, Thrax might even go as far as to grant them ANY gift of their choice. But in the end, the price must still be paid.
Thrax does try to keep his followers alive. They are indeed much more useful to him if they are living. However, once they are dead, their souls and life force merges into Thrax's own, thus, making him ~Permanently~ more powerful.
Since he's locked up (on the moon, go figure), most of his messages and communication are sent in the form of visions and nightmares.
Here's a scenario:
John is a very lonely and depressed guy with nowhere to turn. The God he prayed to for help hasn't done anything to assist him in his time of need. John starts doing questionably bad things. Like, he takes up smoking and drinking. Goes gambling money he should be using to pay his bills. Starts skipping out on work and begins living off of the government even though he is fully capable to work. While at a night club, he overhears of this guy bragging about this amazing power he got thanks to his "god".
Here's a scenario:
John is a very lonely and depressed guy with nowhere to turn. The God he prayed to for help hasn't done anything to assist him in his time of need. John starts doing questionably bad things. Like, he takes up smoking and drinking. Goes gambling money he should be using to pay his bills. As it turns out, that guy bragging is a follower of Thrax. With his curiosity peaked, he decides to ask this guy about his power and if it's true or not. The guy shows John proof that he does indeed have an amazing power (the power of minor telekinesis). Eager to know more, John asks how he got it... And. Well, you know the rest. Curiosity killed the cat.
John learns more about Thrax. About how he's an ancient God trapped in the moon. And that if you do favors for him, that he will reward you somehow. He also learns that if he does follow Thrax, it's not all sunshine and rainbows. That, and getting in to this cult requires great sacrifice to prove that John REALLY needs this. He will be tested and tormented. But if he pulls through it all, the rewards are claimed to be "worth the trouble and time."
