Well, it depends on what the method of transformation is. With magic, all rules of physics and science go right out the window. With science, there is the theory of pulling or putting matter and, by extendision, mass into a zero space dimension. Basically beaming all the loose or extra matter to or from another universe. Or there is also the scientific method of nanobots (my prefered method as it's the most plausible) in which the matter is broken down to it's core components and used as fuel to power the nanobots, or in the cases where extra matter is needed, the nanobots will gather the matter from the nearest available source, IE, the nanobots would break apart pieces of wood or clothing for the fibers or proteins that are needed to be added to the subject that is transforming.
But the whole thing is rather abstract as of this point. Many of the professors and scientists that I have asked have said that the means of turning a human into an animal will not be available for 100 years, 1000 years and some have said possibly never as it serves no purpose.

as far as the "it serves no purpose" thinking, there are things we have that serve no purpose, like balloons that don't pop or deflate. And who knows how quickly we might reach such technology, all it takes is for there to be people willing to fund it and scientists to work on it.
