The reason that bull is still a beat walking patrollman is because he doesn't know how to keep his fucking mouth closed. He's probably been passed over for promotion so many times. I was saying, if only that bull cop had stopped to think for a moment he might have realized it was completely unnecessary to mention that the vice cops were going to force a free blowjob out of the hooker lookalike wife. Exactly, and it gets some exposition out there in a semi-believable way. Much like in the first Harry Potter movie, they kept the pacing going by cutting out a lot of researching scenes and having Hagrid blurting out a school secret unintentionally, followed by 'I shouldn't have said that.' I made him look like a simpleton who couldn't keep a secret if his life depended on it, and therefore the WORST courier to bring the Philosopher's Stone from Gringot's to Hogwarts, but it allowed the audience to follow the story.
The fact that some Vice cops are abusing their authority would likely be an 'open secret' with the hookers complaining to their friends, and their friends gossiping, and so on, but for us, the readers, it needs to be spelled out because we did not spend the past five years in that city, and we do not know the rumors flying around.

Bad cops are unfortunately not as rare as people want to believe and getting worse. I've talked to old career cops and they told me to watch my step around young cops anywhere since most municipalities are desperate for badges and a growing number of recruits are former high school bullies...
The good cops are caught in a catch-22 since while they need to weed out the bad guys, they usually feel any bad publicity reflects badly on them and puts them in danger from the body public. The usual police chief response is to sweep it under the rug if they can...
