WolfAli, when we did this Digimon collab. Just found it again yesterday, while looking through some old files, and I thought some of you might find it interesting.
It's just a basic step-by-step process of that painting, along with a few comments. I didn't go into any technical details, since the process will vary depending on the software you use.
Essentially it boils down to this: 1) Use references to help you figure things out. 2) Keep your painting simple at first, and only gradually build up detail. 3) Keep practicing, observing and analyzing ( the world around you, as well as the work of other artists ) and your art will quickly improve.

This looks nice! I hope it helps me because I really love the way you color and been dreaming of getting to that level. Sure I won't get it at first, but I'll keep practicing. I'll be trying my best.

I don't use Photoshop, but the choice of software doesn't really matter. The techniques I've used here can be replicated in any decent 2D graphics software, including most free ones.
Techniques and choice of software/media are vastly overrated, in the end what really matters is that you understand the fundamental basics of art -- composition, design, light behavior, color, anatomy etc.
Most of those things are very complex, and it will likely take years until you understand them ( and there's always more to be learned ). But once you've grasped those concepts, you'll be able to apply them to any media, software and rendering technique.
If you need specific advice on Photoshop tools and techniques, there are already thousands of tutorials out there. ( But I'd recommend to just experiment on your own and not rely too much on tutorials. )
