The -2 initially struck me as incredibly strong as well, but the real problem is the -3. That emblem is usable right away, and essentially reads "deal 5 damage to everything each turn", as you can use the -X for 5 and keep getting him back for free. With a free board wipe every turn, the -2 becomes absolutely insane. At least on its own the -2 can be blocked by a token, leaving the planeswalker in a pretty rough state, but the emblem is what makes the whole package absolutely insane.

Well, this is probably the most overpowered card you ever made (I suppose you alone did the design/abilities?).
To be honest I would change this guy to a creature instead of a planeswalker, since he is basicly a recurring creature with an Earthquake ability. A creature like Vengevine would be just fine (and then cut the earthquake, because it seems a bit too much then).
Right now this Planeswalker is way too much to handle for the opponent, there came no card in my mind that would get rid of him the first turn you play him, he probably shreds every creature the opponent has in this moment and many cheap removal cards are targeted. If you use his second ability first, he can only hope for graveyard hate in his deck. Until he has drawn the card, this planeswalker already did his job and probably already killed him.
Creatures that always come back have usually weak P/T (Reassembling Skeleton), have some kind of conditions to come back (Ichorid) and/or are rather expensive (Geralf's Masterpiece). Generally all of these combined.
You maybe want to change thie second ability to "may return", because if you already have one on the battlefield and for some reason you want to keep him there, you still have to return the second one (and then let him die again). It would be more comfortable.
I also realized that you probably need to add "Prevent all damage that would be dealt to him this turn." to "becomes a creature"-abilities on planeswalkers. The problem is that damage to planeswalker-creatures would also reduce his amount of loyalty counters, so in this case even if he only gets two damage of a source he would die, if he has two loyalty counters, although he is a 4/4. Indestructible wouldn't prevent that, he still gets damage, that just wouldn't kill him. But since his loyalty counters still get reduced, he would die anyway.
