They're both the same body, just two facets of two personalities. XP
They're two kobolds, one male, one female who got merged into one, keeping the male body.
But funnily enough, 5e kobolds will change gender depending on the surounding genders. If all the females of a group is wiped out, in a few months, it'll be back to 50/50.
