I've only gotten a little ways into Arizona's chapter, so haven't really seen much of the other characters yet. Does she not talk?

Well, she DOES talk on a technicality, she speaks in jibberish. In my opinion, the probably didn't want her to talk normally since it might have lead too many people to think she was a full blown Pinkie Pie clone so they make her talk like that. Though that is just me. ^^'
