:3 I believe it's called foreshortening - when a limb or appendage is closer to the viewer it appears "short". If you were to reach out to your reflection in the mirror you will notice that your forearm looks considerably more stout. If the legs were pulled horizontally apart to form a straight line like the splits, that would be the only time the thighs are the same length. In Pally's picture she has also taken the care to have the back foot slightly smaller than the front foot, which is presented to the viewer and therefore looks "large". This gives the viewer to place the character in a 3 dimensional space. We also need to take into account that Pally has a wonderful stylization technique which enhances dynamic poses to give it a more fluid and organic look. This is something animators do a lot both in animation and in 3d rendering. There is a prime example with Zero-Suit Samus in Smash Brothers. Her anatomy isn't 100% accurate for one of her shooting poses BUT, the extreme stylization of her figure enhances the dynamic pose. Hopefully that explains things for you :3
