Not exactly the best spot to post a question like that, but I will answer. The program I use to draw is Paint.net, and despite the name, it's a download. The utility I use to make animations is a gif maker site, probably just called gifmaker or something. Basically I use Paint.net to draw all the frames and tether them all together in gifmaker.
Ok. And again, I got to improve my request with 2 characters in it, not only Lemmy, but my mind forced me to put Ludwig V. Koopa in it as well (if you know who that is). Please make him along with him blushing (again, in red and in lines this time) and smile like he is scheming because he is the same in real life?
