"Created in a cyberpunk AU where mewtwo cloning is streamlined into a slightly simpler process and a science institute made about a dozen of them to auction off to the elite. This resulted in the materials and process leaking into the black market, where Mewtwos can be acquired for a price, often with illegal abilities.
Mewtwo, being a sapient pokemon, is afforded some basic human rights and can be allowed to roam freely and, in some circumstances, without a trainer. However, from the outbreak of black market Mewtwos, some are wild, not so well trained or cruel and are generally feared by the general public for being a dangerous pokemon."
