This is what happens when a goo girl gets too involved in browsing the internet and just starts absentmindedly shape shifting.
Yeah so I was thinking about how I wanted to do an over-the-top anime heroine in an absurd outfit, but I didn't really wanna do a human. So I thought about it and said "Why not a goo girl?" So I started thinking about what kind of absurd anime design I wanted for her and had too many things I wanted to see...and then I bumped ino Katt from Breath of Fire II and I forgot how much I loved the way they handled her tiger bits (there's a character in Mana Khemia and Denjin Makai 1 that has a similar design) and then I remembered Keira from Jak and Daxter and I tried to think of how the pieces when together and THIS popped into my head and I said "Screw it!"
So yes, the idea is that she's a goo girl that likes anime, was browsing the internet and absentmindedly turned into this. Problem is, this has so many pieces of what she WANTS to be that she feels too comfortable like this and it's now her default shape and she has to concentrate to look normal. I dunno why but for some reason I see her working in an office building. Maybe she's their IT person.
Also her looks and her personality clash drastically as she's actually a mix of a bit shy and rather hyper. This is what she WANTS to be, not what she is.
