I don't think it actually has anything to do with what species are/aren't considered furry. Species that haven't made the list include pachyderms, bovines, hogs, and cervids (moose, elk, caribou, etcetera). While obviously they can't list everything, most of those are common enough to justify mention and were likely just overlooked.
