I think Lucario is quite a popular Pokémon for these situations and for tickling, so maybe he's heard about what's happened to others of his kind in these situations and is just letting us know that it really wouldn't be a good idea to try anything. He does look somewhat more rugged than I've seen him in some other artwork and looks like he'd give a strong bite, so maybe not one to be messed with. I think he'd most likely been tricked into this situation, maybe someone playing on his pride and now he's been approached by another Pokémon, maybe a Charizard with an offer of untying him and he's a little suspicious of their motives.

You definitely draw an excellent Lucario in your style, and he's another of the classic characters so it's always nice to see your take on those as well as the lesser known characters we might not be so familiar with.
