A lot of folks make a tail hole of sorts for the tail to go through instead of having pants go under the tail. I can see why it's more practical to have a tail hole. As someone who wears a lot of leggings... Your pants sliding down from just that is a hassle, let alone from a tail.
At the end of the day it's up to the artist and their idea of what works best for clothing. <3
