Caligula- I remember reading about him in "America: A Citizen's Guide to Democracy Inaction" on a special section on pamphlets.

Political opponents wanted Caligula to appear as "a nice guy" in a series of illustrated scrolls. Two drawings showed him flying kites with young children and helping an elderly Roman lady cross the Appian Way. Concerned, Caligula went into damage control by publicly raping a puppy.
