Long before Dawn Bellwether, there was a lamb named Chirin from the anime film "Ringing Bell of Chirin". She and Chirin have a lot in common in my opinion. Sure she may have done horrible things, but I suspect deep down she is angry, scared, and confused that she not only forgot who she was, but blinded by emotional and physical scars that she never got over, and had nobody to turn to for help.
Not only is she like a Disney version of Chirin, the first wolf in sheep's clothing who became the way he was for a reason, but she also seems to possess the same vibes that Varian and Cassandra do. At least those two were given redemption. And even Catra was given redemption before Netflix She-Ra ended. Before then those guys faced consequences for their action before gaining redemption.
