What a coincidence, I was talking to a friend about that just a couple of days ago.
And I remember thinking that control scheme was weird when I was a kid, but I think it was meant for you to play with one controller on each hand or something. No idea if that makes any sense though, but then again neither does the co-op thing haha.

My brother and played with that as a co-op mode as well! Thinking about it now, I believe it's actually meant to be a dual stick input for single player. (Though it would require some overlap to manipulate the face buttons.)
FUN FACT: We discovered those "2.X" control schemes allow you to shoot baddies in the cutscenes. It automatically takes them out one by one and it is hilarious to see Mishkin and his guards get "sniped" off as Bond struts past the gates of the statue yard.
