This is Sire, a liger supervllain with seduction powers. (Stripes to come in color version). Bloodhound superheroine Identity is pinned beneath some rocks, from some previous attack by another villain. This is just a minor inconvenience for a super like her, but then Sire shows up, and this is a BIG problem. Note that Identity is no pushover, but Sire's powers are very purrrrrrr-suasive.
