Port Never-mind the locals called it, not that it didn’t have an official name just there was nothing worth interest there. It was a small dingy little seaside town that barely made ends meet through deals with the traders. It was really little more than a pit stop for ships sailing across the country to much more interesting lands. The morning sun had begun to touch the rooftops of the poorly keep houses as the sound of mothers coxing children from bed played across its small streets. Many locals chatted amongst one another about the same melancholy topics as before, it was a town where nothing new happened nothing changed. Everyday was as the day before not to say its residents weren’t pleased with this arrangement many had fled from larger cities’ seeking shelter in the secluded port.
A hush crept over the locals as a shadow emerged from a small alleyway the sound of children’s merry chit-chat instantly ceased as he walked through the town the ever familiar scowl across his scarred face. Limping slightly upon his cane he walked the streets smirking lightly at the reaction of the townspeople it was nothing he hadn’t noticed before yet he still enjoyed his power over Never-mind. It was the coldest winter in recorded history when he had come to the Port; the traders were too few and far between for the town to survive the season as the cold stole all the crops. Freezing them down to their very roots, as the town braced its end a stranger crawled from the watery depths onto the shore carrying a dead woman in his arms. Seeing the man alive a small group of men tried to assist him only to be snarled at if any tried to touch the female otter who laid dead in his arms her long damp hair blowing in the harsh cold wind. He was soon brought to the Mayors house with the woman and rested. Throughout the night the residents discussed what to do with him, he refused to speak to anyone and carrying a dead woman what were his intentions in such a remote seaside town. Rumours spread like fire upon a grass field as morning broke through the darkened sky. Some villagers believing he was a pirate, others a murder sent to kill them all and the few thought a god sent from the heavens to save them in there time of dire need. What he brought was neither murder, nor plunder, nor miracles to Port Never-mind what he brought was money and a lot of it. More than enough to pull the town through many harsh winters and thus his residence was guaranteed with all rumours ceased with the drop of a gold coin.
This morning was like any other as he walked grudgingly to the shop and purchased his week’s worth of food refusing any assistance to help him return to his secluded house on the far rim of the town. Though he had often appeared buying many random items during the week or collecting flora from the forest that surrounded the town, though no one had any idea what he did within his dwelling and many felt happier not knowing.
“Moss, you know if you don’t get any help you’re going to kill yourself one day”
A cynical smile crossed his lips at the shop keepers concern; it was a long time since any of the townsfolk had bothered to speak to him. Most trying to his seldom visits down the main street as much as possible, his tail flicked slightly as he met the shop keepers gaze like a predator eying off his prey.
“You need not concern for me, I have to much to do before death comes knocking at my door”
With his bag filled for the next week he set off back home watching the waves lick upon the shore only to be torn back into the darkened depths of the sea.
“Soon my, love soon….”

She ran her hands over her arms as the cold air made her fur stand on end, shaking slightly she stood fighting to keep her balance as the light tried to fight its way into her eyes. She turned her head away from the bright light her long hair falling over her small body the wet impact with her back making her shake more.
“Come, open your eyes! The world awaits your return my love, I have missed you so…”
She flinched as a hand was passed onto her forehead playing with the damp hairs, letting them shift between its fingers. The warmth felt soothing yet strange, a sensation she hadn’t experienced before and was unaware how to react to. She shook her head as the light once again teasingly tried to fight its way through her eyelids, mocking her of her fear, moving her foot backwards stood on the back of her own hair. Her balance she had tried so hard to maintain lost she braced herself for impact only to be caught and held tightly against the unknown voice.
“How can you ever keep yourself from falling if you don’t open your eyes my love?”
Her head lay softly against the voices chest his heart beat filling her ears as she stood for a few moments listening to its soothing sound trying to calm her heart down to the same rate. She puzzled who this voice was and tried to force her eyes open tightly gripping his fur as the soft sea breeze stung her unopened eyes causing her to shake again. Slowly she opened them again letting them slowly adjust to the air within the room as she slowly looked around pondering the different shapes and lights she saw pausing to look up at the face of the voice. A grey cat looked down at her his face covered in scars from what appeared to be past battles, his beaming face shook a little as her blue eyes met his gaze. It appeared as though he was ready to cry as he removed one of his hands from the young otter’s side to once again play with her hair. She smiled slightly up at him hoping it wasn’t she who was upsetting him so.
“Th…Thankyou Sir, but may I ask…Who are you?”
His eyes opened wide with fury as her grasped her tightly by the hair, her eyes clenching shut in pain as his harsh breathing filled the room. His unspoken fury filled her with terror as her feet barely scrapped across the floor boards, her damp body shaking with fear. She flinched as his grip intensified a small gasp escaping her lips, the pain almost unbearable as her feet lost contact with the floor only to hang limply above its surface. She opened her eyes tears beginning to spill from there corners in a mix of pain and fear as she looked up at the man who was comforting her only moments ago, her tears mixing with her already sapphire eyes reminding him of the ocean. Yelling he threw the otter across the room as she desperately tried to grab something to stop her, it proved futile as her small frame slammed against the back wall. A small trickle of blood ran down her face as she moaned in shock, stomach down at on the floor boards she looked up at the man a look of puzzlement within her sapphire eyes. The question “Why” playing across her lips. Slamming his fist into the desk behind him, he glared back at her blood and shards of the broken desk falling lightly from his hand.
“You’re not her!”
She dared not move worrying she would only anger him further, tears spilling down her face as she watched the man leave the room slamming the door behind him. Darkness once again filled her eyes as the only sound with in the room was the sound of her sobbing as she tried to carefully pull her naked body from the floor, the various neon lights around the room getting caught in her tears she horridly wiped her arm across her face. Tearfully she pulled herself into a sitting position looking at the door across the room from her separating her from him, shaking the tears collided with the floor one after the other.
“…I’m Sorry”

I have to admit you did a bloody good job with the hair here. The only thing I can suggest is that you take into account how the character is standing on a flat surface. At the moment (it could very well be your intention, mind) the character appears to be floating. I'm sure you can see what I mean.
