The eyes are fucking amazing.
At first I thought there was something wrong with the perspective on her muzzle, then I realized that you've done this kind of depth-of-field thing (only the closest features in sharp focus), so what was throwing me was that had depth, and then it snapped into a 3-D feel.
The muzzle looks a little flat -- maybe shade the focus on the edges a little? Also, top edge of the left ear "goes soft" too quickly...
I feel like a moron, nitpicking this. Stop looking at me like that! With your blue, ice-dragon eyes...

Ah yes maybe you are right, the muzzle looks a bit flat, then I was playing with the blur options of PS CC and made the mistake to apply it to the left ear...
anyway as it was more planned as icon/avatar, at small size is not noticeable
