Dollie has been a particularly difficult character for whom to make decisive design conclusions; I've been buckyballing back and forth between yellow, beige and blue colour palettes for all kinds of different reasons, her breast size has inflated and deflated, her arm and leg designs have shifted wildly back and forth. She has been a very difficult character to make design decisions for.
I've been particularly haunted by her closeness to Mega Man X's design - this was one of the main reasons I was trying to move away from her having a primarily blue palette. though if you stood Dollie and Mega Man X side by side I think they'd look more dissimilar than alike (I actually want to draw them meeting one another at some point - just for fun).
This page communicates some of my late-stage decision making processes, but mostly it's here to remind me of the decisions I've made and help stop me making any more back-and-forth design flipflops with this character - I've laboured enough over it.
Dollie is blue. She may share some design attributes with Mega Man X - but I'm okay with that; She's completely her own thing too.

I can see where you're coming from - I think I've been aware of that all along whilst drawing Dollie. I don't think I'm too worried about her having something that suggests her having a more rebellious (or pirate-like) side to her.
She needs something to offer her more contrast/differentiation around the shoulder/neck area. This jacket seemed to provide that.

Those are actual legs - she's a fully humanoid anthropomorph.
Though I do have a dolphin-like character from the same universe who has a 'mermaid' body type (no legs) and depends upon prosthetic robotic limbs:
