Heh. I imagine it probably smells much like a fishing boat at the end of the day before they hose it down, combined with the normal smells of the city.
It is sadly a real if infrequent event that can happen. The fish, frogs, and even spiders can be caught up in the strong up drafts of a brewing thunderstorm as it passes over a lake or forest and later rained down.
Or a appearently pulled up by tornados or waterspouts and falls down as ice encased / frozen fish...
