'Destiny † Dragons' are a dragon themed species. Destiny Dragons are chosen by the destiny stone found on their bodies to fulfill their duty as a Dragon of Destiny to either protect the Ancient Lands and bring harmony or bring destruction to the Lands to cure corruption. These dragons of Light or Darkness are able to take on a dragon form to fulfill their destiny.. However their destiny is already embedded on their bodies with lifeline, marked and sealed with their fate. Will you fulfill your destiny as a Destiny Dragon and serve one of the clans, or shall you fight against your fate?

Both cases are valid and possible and up to the owner if they prefer one or the other case for their character. It not impossible for a Pariah to later turn into their true dragon form, but yes can be difficult and really rare.
To explain further and elaborate, technically "Pariah are dragons who are inhibited and somehow held back unable to transform into their true form.
They may be not convicted enough to fulfill their true purpose or even too overwhelmed by their fears and desires or even too unwell to do so.
As to transform into the dragon form, a destiny dragon is said to be in perfect condition in both body and mind or else all goes wrong."
So you could say that once in perfect condition and Pariahs are able to overcome whatever holds them back, they could possibly complete their transformation and turn into their dragon form.
However many Pariah though are stuck in this form forever. Transforming into their true form after being stuck in their incomplete form is indeed an extremely rare case, as there is no sure way for them to fulfill the requirements of a complete transformation as it really depends on the individual.
