She said in the same page that "he was harassing Scott the other day". Although she's wrong, she probably thinks he's a creeper that's there to harass him once again. Especially with the age difference, it's probably a red flag to her since she has no idea who the guy is. Scott is her friend and she probably wants to protect him. While, yes, the law in real life usually wouldn't do anything until something has already happened (a serious flaw in society's police forces), generally reporting suspicious activity to the law is a reasonable thing.

Problem is, Scott's lying and his statement to Jane that he "doesn't know Derek" back when Jane first say him makes Derek out to be a creeper. Jane doesn't see any sort of relationship, she sees a stranger that is creeping on and stalking Scott, her good friend. Anything that Jane might do is in concern for her friend, and is Scott's fault for now being truthful to her. Any good friend would try to keep a stalker away from their friend.
No one in the story really knows that, though. You have to think in the boots of the characters. Scott flat out DENIED he even knew Derek last time they saw him. That's an instant red flag to anyone to see Derek around Scott. It's honestly Scott's fault this is an issue, due to his habit of lying.
It is true that no one REALLY knows the situation, although I did go back to read the scene where Derek was harassing Scott, in case I'd forgotten something, and Scott eventually did admit to Jane that he does know Derek. Personally, I thought that made Scott seem suspicious more than Derek, but regardless of anyone's interpretation, you're right... Scott's damn lies are causing this trouble. It's infuriating, but that makes for a good comic. :)
Jane gets unnecessary flak. xD I know you guys want the sweet ~porns~, usually people look out for their friends, especially with age imbalances. Strange adult suddenly hanging around this dude? Serious alarm bells. Only made worse by how bad theyre trying to keep the relationship secret. :v
