Shakou took the chance to take Jac as his personal pooltoy floatation device to the beach, and decided to go instantly into the water while inflating Jac.
Unfortunately, when Shakou tried to close the valve of the tank, it just broke.
Now there is no way to turn off that valve anymore... no way to stop Jac from over inflating, and so Jac is starting to creak underneath Shakou's butt with the danger of bursting.

Or it could be intentional, handing over one of those to Shakou, knowing what he does with them.
