Yes, it is an old BG. It was nice so I saved it in a folder. If I make a nice BG for a personal pic that I feel I might use later, I'll save it for future use if it works in another pic. Mostly it is a way to give someone a nicer BG than what they paid for. The full BGs like this I'd charge extra for when setting up the commission. He only ordered the character. I mentioned this "stock" BG to use for it since it was a nice cityscape and they said that would be great.
I don't reuse BGs often. Most the time I make a new one if the customer wants it.
Basically it is a cheap way for someone to get a nicer BG without having to pay for a new one.
