Altair fell to earth several decades ago. At first enjoying the peace, he settled in and thrived well in his new form. But the longer he stayed mortal, the dimmer his coat and shards became. To return to the skies he must seek out other pieces of fallen star shards scattered among the earth. Should he find enough, his Constellation body will restore itself and he will be able to return to his birth home above.
The more shards he finds, the more white his coat becomes, much like the season changes in an arctic foxes in the real world. Once his coat becomes pure white, his heavenly body will re-establish itself and be renewed. He is what mortals would refer to as a god or deity.
Obviously he has human or higher sentience, he has just been enjoying letting his intelligent mind take a backseat while his feral side takes over. Now he's ready to come home and not sure if it's too late.
